Fans only take 5-10 watts at full speed if i am not wrong, if you are having power issues it's not the fans that are causing it

If this is a used unit, did you check the fins on the cpu heatsink and video card to see if they weren't full of lint?
Might also want to check the heatsinks in the power supply, they can get full of crap too. Same with the BIOS or any other component that has a fan/heatsink attached.
Did you check the specs for this model to see what PSU rating they recommend? I have a C2Q Q6600 with two 9600GT and I use a 750W PSU, maybe 550W is cutting it short?
Or is that PSU just possibly worn out? You don't happen to have another decent PSU to do some testing do you?

Fans are like any other electric motor, they take a LOT of power to get going, I think it's at least twice the rating. It's only a short burst, but if several try to go to full RPM at the same time that might be a lot.
Of course this depends on how many fans he has. I can fly an ultralight with the ones in my gamer.

First thing I do is go in BIOS and turn off all automatic fan control and set them at 100%. It makes for more noise but there is no such thing as too much cooling on a gamer. I do try to buy low decibel high displacement fans instead of the lowest price.
I'd do it for the graphic cards too if it was readily accessible.

Depending on many things like home climate and cable arrangement in the PC, it wouldn't hurt to add extra ventilation on your PC.
Ideally, you want air to flow over the critical components like CPU, south bridge, RAM, GPU and harddrives; using the rear of your PC as exhaust and blowing cooler air in from the front. Many concentrate on CPU and GPU and forget that other parts also generate heat.
(I think it's the south bridge, even more so if you overclock)
Having a single fan on the rear isn't going to cool a lot of things if air can seep into the casing from a nearby vent. I tape up from the inside all unnecessary opening with cardboard. I think I have:
- 1 rear exhaust fan. - 1 top exhaust fan. - 1 front inlet fan. - 1 CPU fan. - 1 south bridge fan. - 5 GPU fans (2 for each 9600 card and maybe 1 for the 6800). - 2 PSU fans.
The nice thing with having dual fans for components like the case and PSU is that I still have one going in case one fails. I'm looking at placing an extra inlet fan up front lined up with the harddrive.
An average PC will work just fine with minimal cooling, but components will live longer with maximum cooling. I have a tendancy to keep PCs running for 10 years, call me a pack rat. It's all a matter of budget and priorities and everyone is a different scenario. I want to have a reliable machine that will work for a very long time.

It might be called something like "cool N quiet" or something like that. Best bet would be to Google up details for your BIOS-mobo.
It's going to be in the hardware section, I can't find an overclock link I had before. It showed how to tune a system for gaming.

If you RMA'ed the card you mite just get lucky and receive an upgrade. I just sen't my 8800GTX in and got a GTX280 back that was a HUGE upgrade... mind you it was an EVGA card but I have heard good things about BFG... fingers crossed.
Edit: by the way if you do get an upgrade IE they have no more 9800gt's you should be getting a 250 back which would be nice.
