DME = Distance Measuring Equipment.
So, yes, yer close. "@ 3 miles DME LAX VOR..." 18 DME ARC. "maintain 18 miles DME until turning in on approach..." (Not so sure about this one. I avoid DME ARCs....should really learn...)

Oh, come on boys... A DME arc is easy to fly, if you have a dual pointer (NAV2 and ADF) RMI in your panel.
Tune the VOR to track into both Nav1 and Nav 2. If there is an approach NDB available, tune this in as well. This should give you the DME reading on your radio and the CDI needle will deflect. On the RMI, the NAV2 needle will point directly at the VOR.
Set OBS1 to your inbound course. Now, fly directly at the VOR (NAV2 needle points straight at it) and watch your DME. At 18 miles, turn left or right (as the approach dictates) putting the VOR2 needle to the 90 degree position (the VOR is off your wingtip). Now keep the needle (and the VOR) at this position fly the arc.
If there is a "lead radial" or approach beacon (NDB) you'll know when you've reached your initial point by watching the indications of the RMI needles. Once over the initial, turn to the inbound course and fly the NAV1 needle.
Easy!
